1. Job Title: Monitoring, Evaluation and Learning (MEL) Officer
Reports to: Project Manager/ MEL Consultant Lead
Responsible for: Temporary Supervision of staff as described here. (From time to time, may supervise temporarily hired data collectors/Research assistants and Data entrants).

About the Role
This is a 5-year initiative (started January 2022) aimed at improving access to quality, relevant education at partner Universities and TVETs in Uganda. The MEL Officer operationalises the program’s Monitoring, Evaluation, and Learning system — ensuring quality data is collected, verified, analysed, and used to track progress, demonstrate results, and drive evidence-based improvement, under the technical guidance of the MEL Consultant.
Key Responsibilities
- Implement and maintain the MEL framework, theory of change, logframe/results matrix, and indicator tools (PIRS)
- Develop, pre-test, and roll out data collection tools (surveys, registers, attendance/LMS extracts, tracer studies)
- Coordinate data collection, entry, cleaning, validation, and quality assurance (RDQA) across program sites
- Track indicators and targets, and produce dashboards, progress reports, and ad-hoc analyses
- Conduct support supervision, spot checks, and field verification visits
- Ensure compliance with MEL standards and regulatory (UVTAB/TVET) and donor reporting requirements
- Document lessons learned, success stories, and case studies; promote data-informed decision-making
- Build MEL capacity among trainers, facilitators, and field staff
Qualifications
- Bachelor’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Social Sciences, or a related field (post-graduate M&E training/certification an advantage)
- At least 3–5 years of relevant MEL experience, preferably in education/TVET, youth skilling, or donor-funded programs
- Strong knowledge of results-based management, theories of change, and logical frameworks
- Skilled in indicator development and data-quality assurance (RDQA), with quantitative and qualitative methods experience
- Proficiency in Excel and at least one statistical package (SPSS, Stata, or R), plus a mobile data-collection platform (e.g., KoboToolbox, ODK, or CommCare)
- Experience with data visualisation/dashboards; familiarity with LMS data is an advantage

About the Role
This is a 5-year initiative (started January 2022) aimed at improving access to quality, relevant education at partner Universities and TVETs in Uganda. The Associate coordinates internet connectivity, digital devices, and assistive technologies so that students, instructors, refugees, persons with disabilities, and economically disadvantaged learners have equitable access to digital learning.
Key Responsibilities
- Coordinate affordable, reliable internet connectivity across 10 target TVETs, following an approved phased bandwidth-capacity scheme
- Oversee procurement, distribution, and lifecycle management of devices, power solutions, and software licenses
- Support the distribution of assistive technologies and training for instructors working with learners with disabilities
- Develop agreements, frameworks, and quality-management plans for connectivity and device delivery
- Manage relationships with ISPs, the Device Implementing Partner, schools, and other stakeholders
- Ensure compliance with data privacy (GDPR-aligned) and child/PWD safeguarding standards
- Conduct monitoring and support-supervision visits, and prepare field and progress reports
Qualifications
- Bachelor’s degree in information technology, Computer Engineering, Telecommunications, Business Administration, or a related field (certification in project management or ICT asset management is a plus)
- 3–5 years of experience in ICT project implementation, digital-inclusion programs, or related work
- Knowledge of device lifecycle management, connectivity technologies, and ICT asset management
- Familiarity with data privacy standards and digital platforms
- Strong report-writing and communication skills, with the ability to explain technical concepts to non-technical audiences
